Smart Frameset processing is a feature which helps a program user with pages which contain framesets, i.e. usually you know only URL of the page with <FRAMESET> tag, but such pages themselves don't contain any other information, so the program with Smart Frameset Processing feature enabled retrieves the URL of the main frame and places it instead of the frameset page URL so that user doesn't have to do it manually.
